For Owners, Developers & Boards

What PCC Does

Site observation gives you a dated, written record of what was visible on site on the day of each visit. PCC observes, photographs and reports. Your contractor runs the work and you decide what to do with what the report shows.

Focused Site Observation

One concern or location observed and photographed, with a short report that also states what was not determined.

Construction Progress Observation

Periodic visits recording visible progress against the owner's schedule, with a time-stamped photo log before work is covered.

Existing-Conditions Documentation

A dated photo and written record of visible conditions before work starts or before a question becomes a dispute.

Neighbor Pre-Construction Survey

A photo and video record of adjacent buildings before excavation or demolition, repeated afterward. No vibration or movement monitoring.

Lease Condition Reports

A dated condition record of a commercial space at the start of a lease, with restoration items noted at move-out.

Post-Event Documentation

A record of visible storm, fire, water or earthquake damage. Questions of cause move to a defect investigation or, for structural damage, to a licensed engineer.

Before You Call

What to Gather Before You Call

You do not need all of these to contact PCC.

Please wait for PCC's instructions before sending documents.

  • Site address and stage of work
  • What you need recorded and how often
  • The site access contact
  • Whether a sale of the property is planned
How It Works

How Site Observation Starts

  1. First call: the site, what you need recorded and how often.
  2. Documents, once PCC asks for them: the plans, the schedule and any reports already prepared.
  3. Scope in writing: visit frequency and the report type, agreed before the first visit.
  4. Visits: at set times, with site access arranged through the contractor or property manager.
  5. Reports: a written report after each visit, on the timing agreed in writing.
Frequently Asked

Site Observation: Quick Answers

What is construction site observation?

Periodic visits to a construction site to see and record the visible condition and progress of the work, with a written report after each visit. It is not continuous supervision: PCC visits at set times and reports what it saw on those days.

Is site observation the same as a construction inspection?

No. PCC records visible conditions and progress and suggests next steps. It does not approve the work, certify code compliance or perform special inspections. The building department and the project's special inspectors keep those roles.

How often are the visits?

That depends on the project. Common patterns are a visit every week or two during active work and visits timed to stages such as foundation, framing, waterproofing and closeout. The schedule is agreed in writing and can change as the project moves.

Who receives the reports?

The client who retains PCC. On home renovation work PCC sends reports to the owner only. The owner decides whether to share them with the contractor or a lender.

Can PCC document a building before construction starts next door?

Yes. A pre-construction condition survey records adjacent buildings with dated photographs and video before excavation or demolition, then again afterward. PCC does not monitor vibration or movement; a monitoring firm does that.

What if the home is about to be sold?

Tell us first. Under California law a review of a home of one to four units connected to its sale is treated as a home inspection, so it is handled under a separate agreement and scope. Buyers can see PCC's flipped and renovated home inspection service.

Do you work for homeowners?

Yes. PCC works directly with homeowners on construction-defect and water-intrusion investigations, site observations and renovation advisory assignments. For dispute-related work, your attorney may also retain PCC.

How soon can you visit?

Contact PCC with the property location and your timing needs.
