SB 326 and SB 721 After the Inspection Report
How repairs, deadlines and documentation work after a balcony inspection, including when a unit is sold.
Read the article →Before you buy a condo or house, a Pre-Purchase Construction Review by Professional Construction Consultants, Inc. (PCC) looks at how the home was built. PCC visits the home for a limited, visual and noninvasive review of the building envelope and water paths, the visible structure and finishes and any signs of remodels or additions. For a condo, PCC also reads the construction-related parts of the HOA documents the seller provides. You receive a written photo report of what was reviewed, what was observed, what was not reviewed and the follow-up we recommend.
PCC works in Orange, Los Angeles and San Diego counties, the Inland Empire and the Coachella Valley. Elsewhere in California by arrangement.
Our principal makes the visit and writes the report. He has handled construction administration for architects on multifamily work and was senior project manager and construction manager on the team delivering a major airport terminal program. PCC does not provide engineering.

You do not need all of these to contact PCC.
Please wait for PCC's instructions before sending documents.
Yes, with a pinless meter that makes no holes.
PCC notes work that looks like a remodel, an addition or a conversion. A list of the permits to request and records research after closing are available by agreement.
For a condo in an association covered by California's balcony inspection law, the HOA documents the seller provides include the most recent exterior elevated elements inspection report (Civil Code 4525, as amended effective January 1, 2026). PCC reads it for its construction findings and repair recommendations and lists the questions to ask the association.
PCC does not perform repairs. PCC may recommend independent licensed contractors for further evaluation. PCC has no financial interest in whether they are hired.
No. Your agent arranges access, we work with you by email and the report has time-stamped photographs. We coordinate calls across time zones.
